Carlsbad, CA (January 16, 2024) Jose Lozano, 69, and his wife, Luz Duran Rios, 55, both from Richmond, were killed by a DUI driver on Interstate 5 in Carlsbad, authorities reported. The deadly crash occurred on Saturday, January 13th, at approximately 3:49 a.m., just north of Palomar Airport Road.
It happened when a gray Hyundai sedan, driven by 28-year-old Angela Hays, collided with a green Jeep Grand Cherokee on Interstate 5. The Jeep then overturned and was hit by a white Nissan Altima, according to the California Highway Patrol.

Police officers and paramedics rushed to the scene, only to find one person had been killed in the collision. They found Rios inside the Jeep, unresponsive, and pronounced her dead at the scene. The driver of the Jeep, identified as Jose Lozano, was found in serious condition. He was taken to a local hospital to receive treatment for life-threatening injuries. Sadly, Lozano later succumbed to his injuries and was pronounced dead at the hospital.
The driver of the Nissan was transported to a local hospital with serious injuries, but authorities said they are not life-threatening.
Hays, the driver of the Hyundai, was uninjured in the collision. Officers arrested her at the scene for driving under the influence. She was booked into the Vista Detention Facility and faces several charges which include gross vehicular manslaughter and felony DUI.
Jose Lozano’s youngest son, Eric, has set up a GoFundMe account to help cover funeral costs for Lozano and Rios. Any funds raised that are not used for service costs will be donated to an organization that spreads awareness about drunk driving.
