Desert Hot Springs, CA (October 3, 2024) Todd Osborne, 48, was tragically found deceased on a sidewalk on Sunday shortly before 7 a.m. Authorities believe he could be the victim of a hit-and-run.
Officers responded to the scene at 19255 Palm Drive near the intersection of Palm and 20th Avenue. They are not sure when the victim passed away, or how the accident happened. An investigation is ongoing.

–A felony hit-and-run that results in a non-serious injury can carry a penalty of up to 1 year in jail or prison. If the accident resulted in serious injury or death, a suspect could get 2 to 4 years in prison, and a fine ranging from $1,000 to $10,000. Like a misdemeanor hit-and-run, it also requires victim restitution and will result in points on one’s driving record.
